What the CHP Reported
The California Highway Patrol said a vehicle struck a pedestrian around 10:30 p.m. on Thursday, October 8, 2026, on Folsom Boulevard west of Norcade Circle in the Rosemont area of Sacramento County. The man was in the roadway outside a marked crosswalk when he was hit. Sacramento Metropolitan Fire personnel pronounced him dead at the scene.
The driver did not stop, did not report the crash to law enforcement, and drove away. The CHP identified the victim as William Allen Spears Jr., 48, of Sacramento. KCRA, the Sacramento Bee, ABC10, and FOX40 reported on the case.
How the Case Changed
When Spears was first found, his visible injuries appeared minor, and CHP officials said they were waiting on a determination of the cause of death before calling it a hit-and-run. On Monday, October 12, the CHP confirmed that he had been struck and killed by a driver who fled. Investigators said they had no description of the vehicle or driver.
CHP Is Asking for Help
Anyone who saw the crash, knows someone who did, or has information about the driver or vehicle is asked to contact the CHP East Sacramento Area office by email at 260POP@chp.ca.gov. Damage to a vehicle's front end, hood, or windshield, or a repair after the night of October 8, can be an important lead.
What the Family Should Know
In California, a driver involved in a crash that injures or kills someone must stop, help, and report it. Leaving the scene is a serious crime. Being outside a crosswalk does not end the question of fault either, because California uses comparative fault and looks at what each person did.
When a hit-and-run driver is never found, a family may still have options, including uninsured motorist coverage under an auto policy that covered the victim.
